At the time Romania joined the European Union, the country still had to make improvements regarding the justice reform and the fight against corruption and organised crime.

For this purpose, the Cooperation and Verification Mechanism was implemented, in order to achieve a swift accesions process and to protect European policies and institutions.

In December 2006, the Commission established a series of benchmarks for evaluating the progress in certain domains.
