The Public Management Unit is the specialized compartment providing assistance in the field of organizational management and ensures coordination of the activity in the area of strategic planning.

The Public Management Unit shall carry out the following tasks:

a) coordinates, on the proposal of the Ministry’s management, all the administrative processes and components necessary for the documentation, implementation and maintenance of management systems within the Ministry;

b) coordinates the drawing up and update of the quality management system documents;

c) make proposals to improve the quality management system documents;

d) initiates and monitors, on the proposal of the Ministry’s management, corrective and preventive actions, as well as annual analyses for the development/improvement of the quality management system;

e) draws up monitoring documents concerning the quality management system;

f) represents the Ministry in external relations in matters concerning the quality management system, based on the Ministry’s mandate/request;

g) manages the organisational aspects of the drawing up of the Ministry’s medium-term management strategy plan;

h) provides technical assistance to the compartments within the Ministry with a view to drawing up and implementing the Ministry’s medium-term management strategy;

i) provides the necessary expertise on the use of the different tools and methods to design, implement and monitor the results of the Ministry’s medium-term management strategy plan;

j) provides the necessary expertise to the compartments within the Ministry for the development, implementation and monitoring of strategies and action plans within the scopes of competence of the Ministry;

k) produces regular monitoring reports, at the request of the Ministry’s management, on the state of play as regards the objectives and activities stipulated in the strategies and action plans, within the scopes of competence of the Ministry;

l) makes proposals on the effective and efficient functioning of the compartments of the Ministry and on improving managerial practices, at the request of the Ministry’s management and in consultation with the compartments concerned;

m) coordinates the preparation of reports on the achievement of the objectives set out in the Governance Program, as requested by the Government’s Secretariat General;

n) formulates points the view, at the request of the Ministry’s management, on the works within the scope of competence of the Ministry;

o) upon request of other departments of the Ministry and of its subordinated units, makes proposals and remarks to draft regulations drawn up by them in the field of activity;

p) provides advice to the specialized compartments within the Ministry with regard to the preparation of public policy proposals;

q) prepares monitoring and evaluation reports on public policies initiated and implemented at the level of the Ministry, at the request of the Government’s General Secretariat or of Ministry’s management, in cooperation with the specialized compartments of the Ministry;

r) elaborates, in collaboration with the Financial-Accounting Directorate, the document “Summary of public policies funded from draft State budget” for the next budget year;

s) settles the requests, referrals and pleadings allocated to it for settlement, in its field of activity;

t) draws up the annual activity report, with the agreement of the Ministry’s management, on the basis of the information provided by the compartments within the Ministry;

u) draws up the annual report on decision-making transparency, referred to in Article 12 of Law No 52/2003 on decision-making transparency in public administration, as subsequently amended, after consulting the other compartments of the Ministry.
