Ministerul Justiției a obținut finanțare din Fondul bilateral la nivel național, parte a Granturilor SEE și Norvegiene 2009-2014, pentru implementarea proiectului „Consolidarea cooperării judiciare bilaterale dintre România și Norvegia în domeniul transferului persoanelor condamnate”.

Acesta este derulat în parteneriat cu Directoratul Serviciilor Corecționale Norvegiene, fiind primul proiect finanțat integral din Fondul bilateral la nivel național. Durata de implementare este de 3 luni (februarie-aprilie 2014), iar bugetul alocat este de  79.902 lei, finanțare nerambursabilă.

Proiectul urmărește eficientizarea implementării Tratatului încheiat între România și Regatul Norvegiei privind transferul persoanelor condamnate, semnat la Oslo în data de 20.09.2010, prin elaborarea, tipărirea și distribuirea unui ghid adresat specialiștilor în domeniu din cele două state.

În perioada 19-21 februarie 2014, a avut loc la București prima sesiune comună de lucru din cele două preconizate a fi organizate în cadrul proiectului, la care au participat atât experți norvegieni, cât și reprezentanți ai Serviciului cooperare judiciară internațională în materie penală, din cadrul Direcției Drept Internațional și Cooperare Judiciară. Evenimentul a avut drept scop discutarea aspectelor tehnice necesare elaborării ghidului.

Financing of the project “Strengthening the judicial bilateral cooperation between Romania and Norway in the field of transfer of sentenced persons” out of the EEA & Norway Grants 2009-2014

The Romanian Ministry of Justice received funding from the Bilateral Fund at National level, EEA & Norway Grants 2009-2014, for the implementation of the project “Strengthening the judicial bilateral cooperation between Romania and Norway in the field of transfer of sentenced persons”.

The project will be implemented by the Directorate of the Norwegian Correctional Service and the Romanian Ministry of Justice through the International Judicial Cooperation in Criminal Matters Unit within the Department of International Law and Treaties being the first project to be fully financed from the Bilateral Fund at National level under the current financial exercise. The project has a 3 months implementation period (February – April 2014) and a budget amounting to about 17.756 EUR, non-reimbursable funds.

The project aims at improving the efficiency of the application of the Treaty on the transfer of sentenced persons concluded between Romania and the Kingdom of Norway, signed in Oslo, on the 20.09.2010, by elaborating, printing and distributing a working guideline on this topic for the use of the practitioners from the two countries.

The first common working meeting out of the two envisaged to be organized in the framework of the project was held in Bucharest, during 19-21 February 2014. The experts from the two countries agreed upon the guideline’s structure and content that will be finalized in the next working meeting.
