În contextul pregătirii noului cadru financiar al granturilor SEE și Norvegiene, în perioada 20-21 februarie 2024, a avut loc la Oslo, la inițiativa Serviciul Corecțional Norvegian, o primă reuniune de lucru a reprezentanților statului donator, Norvegia, cu reprezentanții Ministerului Justiției din România, în calitate de Operator de Program pentru programul „Justiție”, finanțat prin Mecanismul Financiar Norvegian 2014-2021.

La reuniune au participat secretarul de stat coordonator al Operatorului de Program, domnul George-Cătălin ȘERBAN, și omologul său, domnul John-Erik VIKA, secretar de stat în Ministerul Norvegian al Justiției și Securității Publice, alături de coordonatorul și coordonatorul tehnic adjunct ai Operatorului de Program și de reprezentantul Administrației Naționale a Penitenciarelor, în calitate de Promotor de Proiecte (beneficiar).

Cei doi secretari de stat au discutat despre principalele provocări și lecții învățate aferente cadrului de finanțare actual. Totodată, au fost discutate teme de interes comun ce vor putea fi finanțate, cu sprijin norvegian, în viitorul ciclu de programare a granturilor norvegiene.

În acest context, domnul secretar de stat George-Cătălin ȘERBAN a afirmat că „Fondurile puse la dispoziție României prin acest mecanism financiar sunt foarte utile pentru investițiile în sistemul penitenciar, susținerea programelor de pregătire a magistraților și lupta împotriva violenței domestice. Vom coopera cu partenerii norvegieni pentru a asigura și pe viitor finanțarea investițiilor strategice ale Ministerului Justiției pentru cetățeni și sistemul judiciar”.

De asemenea, la reuniune s-au discutat și prioritățile de finanțare din Fondul pentru relații bilaterale, care au ca termen limită de eligibilitate data de 30 aprilie 2025.

Working meeting between representatives of the donor state and the Programme Operator

In the context of the new financial framework of the EEA and Norway Grants, a first working meeting between representatives of the donor state, Norway, and representatives of the Romanian Ministry of Justice, as Programme Operator for the” Justice” programme, financed through the Norwegian Financial Mechanism 2014-2021, took place in Oslo, on 20-21 February 2024, at the initiative of the Norwegian Correctional Service.

The meeting was attended by the State Secretary responsible for coordinating the Programme Operator, Mr. George-Cătălin ȘERBAN, and his counterpart, Mr. John-Erik VIKA, State Secretary of the Norwegian Ministry of Justice and Public Security, joined by the Programme Operator coordinator and deputy technical coordinator and the representative of the National Administration of Penitentiaries as Project Promoter (beneficiary).

The two State Secretaries discussed the main challenges and lessons learned from the current financial framework, as well as topics of common interest that could be funded by the next Norwegian Financial Mechanism.

In this context, State Secretary George-Cătălin ȘERBAN stated that "The funds made available to Romania through this financial mechanism are very useful for investing in the penitentiary system, supporting training programmes for magistrates and fighting domestic violence. We will cooperate with the Norwegian partners to ensure the future financing of the strategic investments of the Ministry of Justice for citizens and the judiciary system".

Funding priorities for the Bilateral Relations Fund, which are eligible until 30 April 2025, were also discussed at the meeting.
