PRESS RELEASE

On 20th February 2025, the Support Measure Agreement for the ”Public Security and Safety Programme (Justice)” was signed between the Ministry of Finance, acting as the National Coordination Unit, and the Swiss Agency for Development and Cooperation. The Programme is financed by the Swiss-Romanian Cooperation Programme under the Second Swiss Contribution to selected Member States of the European Union to reduce economic and social disparities within the European Union.

The Programme is managed by the Ministry of Justice as Programme Operator. It has a total budget of 11,764,706 CHF, 85% of which is non-reimbursable external funding amounting to 10,000,000 CHF. The operational implementation period of the Programme ends on 20th, April 2028.

The Programme aims at strengthening the capacity of the judicial system to effectively combat crime and uphold the rule of law, focusing on two thematic priorities:

1. Fight organized crime, corruption, and financial crime, and support asset recovery;

2. Enhance and consolidate a child-friendly justice system.

The five components to be implemented under the Programme are:

1. Strengthening the institutional capacity in the area of fighting organised crime, especially crimes facilitated by the Internet and environmental crimes

  • Programme Component Operator: Prosecutor’s Office attached to the High Court of Cassation and Justice, in partnership with the National Institute of Magistracy and the Basel Institute on Governance in Switzerland
  • Budget: 2,600,000 CHF

2. Strengthening the institutional capacity in the area of fighting corruption

  • Programme Component Operator: National Anticorruption Directorate, in partnership with the National Institute of Magistracy
  • Budget: 2,000,000 CHF

3. Strengthening the institutional capacity in the area of financial investigations and asset recovery

  • Programme Component Operator: Prosecutor’s Office attached to the High Court of Cassation and Justice, in partnership with National Agency for the Management of Seized Assets, the National Institute of Magistracy, and the Basel Institute on Governance in Switzerland
  • 3,400,000 CHF

4. Enhancing and modernising the Romanian asset recovery system

  • Programme Component Operator: National Agency for the Management of Seized Assets, in partnership with the Basel Institute on Governance in Switzerland
  • Budget: 500,000 CHF

5. Enhancing and consolidating a child friendly justice system

  • Programme Component Operator: Superior Council of Magistracy, in partnership with the National Institute of Magistracy and the International Institute for the Rights of the Child in Switzerland
  • Budget: 2,500,000 CHF

In the upcoming period, the signing of the Agreement on the implementation of the Support Measure is planned between the Ministry of Justice, as Programme Operator, and the Ministry of Finance, as National Coordination Unit. Following this stage, the Ministry of Justice, as Programme Operator, will conclude the funding agreements for the components mentioned above.
